Currently there are many debates over aspects of developing international standard education in Kazakhstan.

Academic freedom, the right to issue diplomas, diploma supplements and the quality assurance and enhancement and international accreditation are just some of the issues under discussion.

Kazakhstan is engaged on a continuous process of modernization of its higher education system. Because of this it sometimes appears that there is a lack of coordination and focus, with one initiative following another and no clear idea of the big picture.

Academic Leadership Program outlines the building blocks necessary to develop organizations, systems and processes which can deliver international standard education. The course philosophy is that the outcome is international standard education, and that all the issues above cannot be delivered on without embedding the core principles of this program in operations.

Details may differ on the ground, but at the core international standard education cannot be delivered without adopting a philosophy and developing an operating culture grounded in these core principles.

Embed strategy in operations and develop light touch monitoring systems that focus on what needs to be assessed;

Adopt a philosophy of student centered learning which is demanding of students, involves them in the process and focuses on providing them with the highest possible quality of instruction;

Develop collaborative team based academic and organizational leadership;

Develop key people and incentivize professional development and deliver on the promise of student centered quality education;
Collaborative Culture
develop and nurture a collaborative culture which realizes the potential of all participants in the education process;
International Standards
Design and deliver educational programs that are recognizably of international standard and how to demonstrate those standards.

Stanislav Buyansky
Acting rector of Narxoz University. In 2002, he graduated from the Moscow Financial and Legal Academy with a degree in Law. In 2006, Buyansky defended his thesis at the Department of International Law of the Moscow State University for Humanities, becoming a Candidate of Law. In 2018, he received an LL.M. Degree from the University of Pennsylvania Carey Law School.

In different years, he held the positions of the Deputy Head of the "Risk Analysis and Economic Security" department, the Head of the Master's Program "Compliance Control in the Activities of an Economic Entity" of The Financial University under the Government of the Russian Federation. In 2019, Stanislav was the Dean of the School of Law and Public Policy at Narxoz University.

Kuanysh Yergaliyev
MD MPH DrPH, Rector of Suleyman Demirel University. In 2006, Dr.Yergaliyev graduated from Kazakh National Medical University in Almaty, Kazakhstan. He pursued a Master's Degree in Public Health (2009) at Tulane University School of Public Health which was followed by earning the degree of Doctor of Public Health at Harvard T.H.Chan School of Public Health in 2019. In 2013, he received a Bachelor's degree in Economics and Business from Karaganda Economic University of Kazpotrebsoyuz.

He has begun his career as a paramedic at the emergency medical services in Almaty. Prior to studying at Harvard University, Kuanysh Yergaliyev worked at the Department of Integrated Academic Health Systems in Nazarbayev University (Kazakhstan) and held various administrative positions at the Ministry of Health of the Republic of Kazakhstan. Dr. Yergaliyev is an author of a number of scientific papers in the field of health.

Loretta O'Donnell
PhD, Vice-Provost, Academic Affairs, Nazarbayev University. As the Vice-Provost for Academic Affairs, Dr. O'Donnell coordinates with the Deans in developing international quality academic systems for educational programs. She liaises with Nazarbayev University strategic partners in implementing the mission of the University and sharing the experience with local and regional universities.

Dr. O'Donnell has won awards for her research on human capital analysis in financial markets. Previously, she consulted in organizational change for a large global firm in Sydney and Chicago, and in a boutique firm specializing in developing management systems to sustain change. Her academic qualifications include Ph.D. in Management (Macquarie Graduate School of Management); MBA (AGSM, UNSW), Graduate Diploma in Education and Bachelor of Arts (Honours) (N'cle).

Ewan Simpson
PhD, a native of Scotland, was appointed as Dean of the School of Digital Technologies at Narxoz University in February 2021. Prior to that, he has held various teaching and management positions at Narxoz University 2018-2021, at KIMEP University (2004-2014) and was Dean of the Business School of the Kazakh-British Technical University (2014-2018). In his more than sixteen years working in higher educational institutions in Kazakhstan, he has developed a deep understanding of the functioning of the economy and society and the key role of high-quality higher education for the future of the country. He has successfully participated in internationalization and accreditation efforts at KIMEP and KBTU and is playing a key role in the ongoing internationalization and accreditation of Narxoz University programs.

All of this is based on his experience as a researcher at the University of Glasgow in 1993-2004. Ewan completed his doctoral dissertation in management sciences in 1999 at Glasgow University. In addition, his research and consulting activities have focused on internationalization, student well-being, entrepreneurship, the knowledge-based economy and creative economy, in addition to various cluster mapping activities focused on aerospace, metallurgy, IT, video games industry and tourism.

Ewan is also an experienced teacher and trainer, well versed in programming for a variety of audiences. He continues to teach from undergraduate to senior executive level students and has also provided leadership training in Central Asia, Africa, Asia and the UK.

Saule Kemelbayeva
PhD, Dean of Higher School of Economics of M. Narikbayev KAZGUU University from August 2020. Saule has almost 20 years of experience gained with working at various positions in higher education in Kazakhstan. She got her Candidate of Science in Economics degree from the Karaganda University of Economics in 2003 and PhD in Economics from Newcastle University (UK) in 2020, Bolashak scholar. Her field of study is Economics of Higher Education and she specializes in microeconometric methods. Her PhD thesis entitled "Access and Returns to Education in Kazakhstan" uncovered mechanisms determining the economic returns to education and how they have been affected by the recent reforms in higher education.

With her expertise and experience, she has a deep understanding of many current issues in the economics of higher education and beyond and how can they be addressed.
Dr. Nurilya Shakhanova
Fulbright researcher (UW-Madison, USA). Nurilya has a long academic and managerial experience in the top universities of Kazakhstan including Al-Farabi and Gumilev national universities, KIMEP University and currently at Narxoz University.

Nurilya was actively involved into the different TEMPUS-TACIS, ADB and USAID's educational projects related to the TVET and HE Quality assurance system. She was a head of National accreditation center of Ministry of education and science of the Republic of Kazakhstan (2008-2011).

Dilbar Gimranova
MBA, M.Phil, Dean of the School of Economics and Management at Narxoz University. Dilbar has over 20 years of academic and administrative experience in the leading universities of Kazakhstan including KIMEP and KAZGUU University where she held various academic and top administration positions.

Dilbar has been a co-founder and co-Chair of the International Academic Integrity Conference in Kazakhstan for the last five years.

Talgat Narikbayev
Chairman of the Board of the M. Narikbayev KAZGUU University from June 2008 till present. In 2007, Talgat Narikbayev began his career at KAZGUU University as a President. From April 2013 to June 2019, he occupied the position of a Rector of KAZGUU University.

Before starting his work at KAZGUU University, Talgat Narikbayev held various positions in government bodies of the Ministry of Internal Affairs of the Republic of Kazakhstan and the National Security Committee (from 1999 to 2006). Besides, he was an Adviser to the Department of Europe and America of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
Ms. Raimzhanova
Ms. Raimzhanova received a Bachelor's Degree from the University of Rochester (USA), a Master's Degree in Management from Regent's University (UK) and a Ph. D. (magna cum laude) under a Joint Program between the Institute of Cultural Diplomacy (Germany) and the University of Bucharest (Romania). Subject of thesis: "Power: Hard, Soft, or Smart? Education as a means of "smart" power in Kazakhstan".

At the moment, Aigerim oversees research activities at Narxoz, including the Department of Research, the library and the Department of Doctoral Studies.
